Professor of public law at the Faculty of Law of the University Sorbonne Paris Nord (France). He holds a Ph.D. in public international law from University Paris Panthéon-Assas.
He is the author of numerous writings in many fields of public international law. He has frequently been invited as Visiting Professor in many countries (Brasil, Cambodia, Greece, India, Romania, Turkey). He has been a consultant for several United Nations agencies. He is a member of the Board of the Réseau francophone de droit international (RFDI).
