Cécile Guérin-Bargues

Cécile Guérin-Bargues is a professor of public law at Paris-Panthéon Assas. She is a former student of the École Normale Supérieure (Ulm) and Sciences Po Paris. She holds a law degree from King’s College London (LLB) and completed her PhD at Assas on comparative law regarding parliamentary privileges. She compared the British, French, and American systems of freedom of speech and freedom from arrest within their respective parliaments or congress.

Cécile Guérin-Bargues is the director of a master’s program designed to prepare students for public service through competitive examinations. She also teaches constitutional law to first-year students at Assas and within the “Law and Democracy” LLM program. She is the author or co-author of several books and articles, including Les états d’urgence sanitaires et sécuritaires (Dalloz, 2024, with O. Beaud and S. Benzina), and La Cour de Justice de la République (Dalloz, 2017). Most of her articles can be found on the Jus Politicum website.
