David Fruitman

Regional Competition Consultant, DFDL

David started practicing competition law in Canada in 1997. Since 2006, David has worked with DFDL and is currently Regional Competition Counsel and Senior Consultant based in Phnom Penh.   Before coming to Cambodia, David worked with two leading Canadian competition law practices. David focuses on competition law, but also assists with consumer protection, telecommunications and commercial law matters.

David regularly writes and speaks on competition law and policy including training and advising public officials and private companies across the region. David has also consulted with various governments and international organizations on consumer protection and competition laws in the region.
David has taught competition law at the Royal University of Law and Economics in Phnom Penh, Cambodia since 2017 in the Dual Master’s Degree in International Business Law in cooperation with the Université Libre de Bruxelles.

David holds a Post-Graduate Diploma in EC Competition Law (King’s College, London), Juris Doctor (University of Toronto, Faculty of Law) and a B.A. (Economics) (University of Toronto).
